Because it follows the element of the sexagenary day cycle. The day stem advances one place a day, but the ten stems pair onto five elements, so the element — and the color with it — stands for exactly two days before it moves. Nothing here is random.
The number is 1–9, taken from a deterministic hash of today's date — never a random draw, so it's the same for everyone all day.
